Joe Tolbert Jr. is a cultural strategist, facilitator, and advocate working at the intersection of art, spirituality, and social justice. As Executive Director of the Waymakers Collective, he advances artist-led investment and participatory grantmaking across Appalachia. A Knoxville native, Joe identifies as Affrilachian and centers art as a tool for healing, equity, and systemic change. His work is nationally recognized and rooted in community-led cultural growth.
